is there a pc program that can transform the digital signal format into another digital signal format through the usb jacks?

i mean to connect from the antenna to the usb from the pc, direct the signal through the program to transform the format from one codec to another and then send it out through another usb that's connected to a receiver which supports the newly coded type of digital signal
