In Estonia most people speak Estonian. If you refuse to do that you make the other person work for you. You become dominant, they become servile.

I think that this is rude. I have seen it happen frequently in Estonia. And rather barking 'speak Estonian' as they would in most other countries, Estonians just say nothing and back these rather passive aggressive laws. Maybe they should be just ruder. It works in America.

There is not "special case." If Estonia is part of USSR, anybody allowed to move there, include Russians. If Estonians do not like it, do something about it! Or maybe, Russians leave Estonia willingly nowadays. You know, professors, doctors, programmers...
