Give Cornell credit for trying. This isn't his song and is different to what he does on just about every level, but he still gave it a shot because it's what his fans his band wanted, despite him sounding and, well, being nothing like the original songwriter.
I should hope that Zack De La Rocha sounds better than Cornell, it's his song with his distinctive style written all over it!
Instead of criticising Cornell, be pleased he tried!
