Really? That's kinda low, that far from the airfield. But yeah, some controllers do that to avoid bigger traffic.

The controllers may have brought them down early and kept them low to advoid faster traffic. One flight into anoka county in minn we were borought down to 5k feet 65 miles from the airport in a c90.
