That's not a bad idea actually.. But the basic idea of the Government was to serve the people, not rule the people. That's all changed, it will never be that way again. UNLESS there is some sort of revolution, which isn't a bad of an idea.
But it would be a lot of blood spilled and too many good minded people thrown in prison claimed to be enemies of the state.
A civilian council type government would be cool, they'd distribute money where it's needed. But it's hard to run something like that.
