Is there a reason as to why? I mean is he missing teeth? What's his story anyway besides being...to put it nicely, "out there?" However, I believe his "out there'ness" is an act, a high off attention & even possibly on the days that the square is "Wendell'less" he is sitting nearby cloaked in normalcy & goes unnoticed. Is he really homeless or is that an act too? Or maybe he fell off or was pushed off the circus train? U can take the clown out of the circus but, not the circus out of the clown!
