As animators, I guess the main character Harman and Ising wanted to promote is Bosko the Talk-Ink Kid. Perhaps the likes of Foxy, Piggy and Goopy Geer were just experimental characters, and that the two cartoonists weren't interested in building the fame of those three. That probably explains why Bosko has a number of appearances.

i see a slight resemblance between mickey and foxy mainly on the piano scene but not really. cuz looking at other mickey cartoons and seeing other foxy cartoons i can't see so much as a copy. like really i'm full fledged serious. any one agree

harman and ising both worked for disney and both disney and ising came up with mickey mouse looking figure. At the time they were released they both were not to famous so they got away with it. Foxey is only considered a ripoff because mickey is now much more famous
