you western ppl are not familiar with the eas system or emergency alert system it is utilized when there is an impending danger of severe weather I.e severe thunder storm warnings tornado warnings wich are not common in the far west states. the voice you are hearing is an automated voice from the national weather service office in your local area,the emergency alert system is for severe weather. but not limited to earthquakes,volcanic eruptions....etc

thats mostly true and sometimes In the western states (mostly the desert) there are 1 to 3 tornados during the monsoon season in especially in the outter city limits of El Paso,Pheonix,Albuqurque,& Tucson
