That's correct. Banks were threatened under various Civil Rights laws if they didn't make loans to bad credit risks in the ghetto, they'd be prosecuted for discrimination.

Without any help from the Republicans! Ha! White House, Senate, House for the first 2 years. Republicans, who have since placed at least a dozen bills on the Senate's doorstep - who by the way have not passed a budget during his whole term! I loathe this woman. What BS. If he gets re-elected, we are doomed. I cannot believe how he gets away with using the presidency to raise money and campaign. Despicable.
