@Porsche1080 Its due to how long the piston stroke is. A diesel piston have a longer way down and up compared to a petrol engine. And it is the precise opposite what @ferrari368 says. It's because they produce a BIGGER bang than petrol and therefor have more torque. Basic principle: Torque = the amount of energy in the explosion that sends the piston down.
It's the same when i comes to American big block V8's. They only rev about 6k but have alot of torque due to large displacement.

@Porsche1080 I think its due to the properties of the fuel itself, where its not as explosive as petrol therefore cannot produce as bigger bang as a petrol engined car could. This is my therory anyway but I do think its something along those lines. If that helps :)

@Porsche1080 they can, its just that diesels have a lower rpm than petrols
