Yes, there is a comfort issue but NASA could surely issue paper masks, nostril guards, and earplugs. I'd say they were missing out on a valuable income stream by not opening up this 'upclose on the launch' attraction.

The Sound from the rocket would kill them instantly, shockwaves anyways.
