Delegates at the Constitutional Convention voted to let state legislators elect U.S. Senators. But that changed in the early 1900s, when Idaho's Senator William Borah helped pass the 17th Amendment, which calls for direct election of U.S. Senators. Now Idaho's Republican Party wants to rescind the 17th Amendment. Supporters and opponents debate the proposal on this week's Dialogue.

  • Amendment 10 distinguishes the difference between states and people: "The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people."

    Article V, which describes the process whereby the Constitution may be amended states:

    "...and that no State, without its Consent, shall be deprived of its equal Suffrage in the Senate."

    This makes the 17th Amendment Unconstitutional.
