@everheardofbeast23 Olympic lifters bring the elbows up and rack the bar on the shoulders because that's how it's done in the full clean and jerk in order to drop under the weight and follow with the squat, and whatever type of clean or press they do is always assistance for the clean and jerk so it's desirable to use as similar form to it as possible.
There's no point in racking the weight when you're doing this as a mere shoulders/traps exercise.
