Section 8 of the United States Constitution explicitly states that the act of declaring war is the responsibility of the Congress. I guess Eric Cantor was asleep during Civics 101.

  • I suspect a great many congressmen and members of the Bush administration would not do well on a civics test on the Constitution and Bill of Rights. If it's not in their daily talking points, they act like fish out of water. --Of course, the average citizen wouldn't do so well either. :(

  • I believe during the Cuban missile crisis it was called, "groupthink."

  • I think you're right. So, perhaps every congressman and presidential candidate should be required to take a citizenship test to make sure they know the laws of the land they are supposed to be upholding. Sheeesh.

  • Well,...we're now doing that with new immigrants with their citizenship test. Bush got burned bad with his pop quiz on world leaders back in 2000. But after his "crash course" on geopolitics (9/11), he certainly knows who's in charge of Pakistan now.
