In the book:"Bessarabien Ukraine-Krim" from 1943 I found pictures looking very similar ,so similar that I’m pretty sure that this is from the funeral of Generaloberst Ritter von Schobert in the 15 of September 1941 in Nikolajew. The Romanian is Marschall Antonescu and the german general Generalfeldmarschall von Brauchitsch. Hope this was to some help.

I have a magazine article concerning his formal GFM baton with a comment from his son stating that GFM Model refused to carry the interimstab because it would get in his way and referred to it as "that thing".
The Rumanian general looks like Antonescu wearing his Luftwaffe Combined Pilot/Observer Badge in Gold with Diamonds. The German GFM is to blurred to identify.
