The Congressman says that Obama's team manipulated the CBO scoring by providing CBO certain assumption numbers with which Mr. Guinta didn't agree. Then he goes on to say that he'd be open to considering Democratic proposals on Medicare (3:29) and he hopes they'll come forward.
Clearly Republican's would rather be debating a new Democratic proposal rather than the Ryan proposal, but the Democratic proposal is embedded in the Affordable Care Act, and there are difficulties for them in discussing it in that context.
Frank gives an impassioned speech, starting at 3:00 on how we need less partisanship and more ideas to address Medicare. Washington is broken....Americans aren't getting the government they deserve...It frustrates him as an American, a father and a husband. Etc.
4:09 : "The fact is that if we don't do something, Medicare and Medicaid are going to go bankrupt." (Although he may be confused about how Medicaid is funded. It is not an insurance program.)
