They're using colored tissue paper. I think it's the stuff they sell in stores that sell gift wrap, for stuffing inside gift boxes. The tissue that's used in tissue-and-bamboo kites (like India Fighter Kites) would probably work fine, too, but it's usually harder to find. The paper is very flexible/flimsy, which (I think) is one reason the design has so many folds.
