@Chiki1907 Depends on who you ask. Himayura (the creator of Hetalia) hasn't said either way yet, but there's a large group of fans (including myself) that says Germany is HRE, he just doesn't remember his childhood. Historically speaking, technically they are one and the same. One time my history teacher even said, "What's the HRE everybody? Germany." (And of course the fangirl in me had a freak-out moment.) :) I hope this helped!
