There was nothing honorable about Ted Kennedy.

He served in the Army at peace time. He did not have to go to war, but, he lost a brother in WWII and understood the grief of loss and another, JFK missing in action in the Pacific arena. WWII.
His credentials for burial in Arlington, service in the military, honorable discharge, DD214, his service in the United States Congress.
I think it would have been a travesty if he had not been buried alongside his brothers, it is a shame that Joe II was not buried there also.
