Sen. Sessions joined with Minority Leader Mitch McConnell and other Senate Republicans to introduce a balanced budget amendment to the U.S. Constitution. The amendment would require a supermajority vote to raise taxes or increase the debt limit, and also would set a limit on outlays to 18 percent of GDP.
