It's a MAORI TATOO. They make those whe they are old enouth to be considered warriors or something like that. Maori are native in many islands in Oceania like New Zealand, Papua New Guinea probally have a bunch of them and descendents. And the australian/new zeland accent, well, Papua New Guine is/was part of the Commonwealth.
Also that b.. doesn't have a "crotch", it's a "chubby pus..", the best kind, believe me!
