Weird , cause i'd bet that there were three more episodes :

widow and the wardrobe, blue peter- special , night and the doctor .. .. i dont understand these special episodes are so confusing :S and 6x0- space/time..

since the show was revived in 2005 there have been many many references to the classic stories but like you said new fans would not get references unless they have watched any

4 more episodes? no there is only 13 episode in a series of dr who well 14 if you include the Christmas specials any other episodes they do are sometimes for charity like red nose day or children in need the show normally does a special mini type episode that has nothing to do with the serie

Unintelligible? The plots are more complex and clever. Hell even the papers say doctor who is too complex this days. Series 1-4 contains the simple stories (i liked them but they did imo). Poorly acted? Besides from the odd one or two, most characters in seires 5-7 act better than those in 1-4 (again not hating on them but the acting was a bit stereotypically done, Im talking about all the characters) Silly? The slitheen are defiantly more silly than any of the monsters in series 5-7.
