For those who have problems with respawning helicopters and soldiers :
I just kept running like hell sometimes consuming to regain health till it showed [2] to switch (on PC) the press 2 as fast as possible because that might be the last time you see it.
My upgrades were:
max health at the time, max speed and jump at the time, air recovery, consume boost.

The end of this mission made me want to rip the disc tray right out of the xbox. Break the prototype disc in half. Stab my tv with it, and then throw the tv out my 4 story window.
That stupid little detection was the problem, destroy it if you have problems getting away. that will solve your problem.
