Xerxes does OFFENSE first? Well, in solo games it certainly works. (Battle Tower, for instance.)

In the dragon battle that you lost in, I found that it was most effective to exploit the fact that turning into a dragon heals Ryu back to full. When you get down to low HP you tun back into Human, then turn back into a dragon for the full heal.
