You only hear the English voices before the start and end of matches. Then they switch to the Japanese voices during the gameplay.

@MrPresidentFox probably every english-speaking country. db's legendary, man. But the voices used here are from a dbgt game released in the mid 90s called Final Bout. It was released before db was properly introduced to North America, so a totally different voice cast was used for the characters.
