Caps on or off, it doesn't make a difference. It used to be at one time that yes the caps had to be off, but they had to manually take them off, now everything is ground up.

I Don't Know For Sure --- But I Have Been Told If You Dont Take The Cap Off,They Will Just Throw Out The Bottle And Not Recycle It !!! ---???

Bio-plastics based on corn, should replace petroleum based plastics, and the latter will lead to our doom. Europeans, especially Germans are much more aware and that (awareness) is the best weapon to fight the plastic menace. PETROLEUM BASED PLASTICS POLLUTE and when a plastics engineer tells you otherwise it is economising with the truth.
