I often wondered about the excess heat and why it was not used, you make a valid point. Is like a catch 22 deal. If they sell hot water people use/buy less electricity. That type of reasoning and mentality is stupid to me.

pumping heat into the river is not dictated by one of the laws of thermodynamics!
There are many cities in the usa that used to have "steam loops" in their cities. This steam service was used to heat buildings. It was sold in a similar way that water or gas or electric are sold.
They don't use this heat anymore because they would not be able to sell as much electricity or gas. In other words - the steam loop, directly cuts sales of electric and gas!
could be used for some other purpose.
