The bum is Sid Fields. It even says it in the description of the bit. He was the landlord in the tv show.

yeah, the bum moved to the right......anyway......just listening to the actor doing the bum.....ill bet you he had done shakespere in some capacity in the past, the diction, the way he holds his arms as he speaks etc
