05: Who are these guys?

For several months, City Paper tried to reach officials with Baltimore Racing Development to talk about the company's origins, the race's finances, and the people who got the project started. For whatever reason, no one returned our calls until we started asking about company founder Steven Wehner's drug arrest. Preparations continued apace though, and local car guys are curious about the race.
