@McSkippy12891 Brainwashing doesn't work that way. Numbers stations work against one-time pads. Sequences of numbers give instructions. For instance, for a certain someone, in September 1995, this: "48421 15632 32361 22194 12113 64812" meant that the October codebook should not be used, and that the November codebook was being moved up to be used the next month instead.

@GorillazFAN06 Gorillaz got the right idea it dosnt matter that they existed before call of duty i beleive that is what the numbers are for, For spies who have been brainwashed by the cia which did happen and when certain numbers i read out by broadcast it activates the spy to do a certain thing such as kill someone etc which is a reference to mason on cod when he cant remember what the numbers mean, if you are caught listening to these number stations you can get arrested for espionage. =]

Intelligence agencies the world over are in competition. Obviously some alliances exist, but so do an huge number of conflicting interests.
The conflicting parties HAVE to monitor each others' communications, and expend resources on analysing them. It makes sense, therefore to maintain a few broadcasts of nonsense, so long as it costs you less to run than it costs them to monitor. Numbers stations could be anything, but don't discount the possibility that they're nothing of interest.
