Well, we cannot fire the person who put the horns down because those people who lived along the tracks were complaining about the horn.

Whoever designed those metrolink cabcars with the horn mounted under near the coupler needs to be fired! Also with the bloke who decided to reduce noise to the engineer on the F59PHI's to put the horn right next exhaust stack! Great thinking! ;-) Those horns are next to dead awful now!
