Not a good idea to touch dogs that don't know you. That said, it's an especially bad idea to touch dogs that have mean-ass owners. Mean people usually have equally mean dogs.

My own dog bit me on the hand today when I tried to pick her up. Had to eventually throw a blanket on her just to pick her up.
