US Policy was not laisez-faire, the difference was regulations were either on the State level, or implemented by Congress whereas now regulations are created by the Executive Branch. Markets in the 19th Century were much more regulated than they are today; you couldn't form a company without a special Act of Congress or your State Legislature.
