Change the Garry's mod DX level to 8.0 to gain few extra FPS.

oh and btw you should use XP instead of 7 Home Premium with windows basic theme! I have a hp mini 110-3000 and it comed with win 7 starter. I upgraded to home premium and I was like you, with everything on low, windows basic theme and still frezzes sometime! Now, I recently installed xp instead of 7 and I got like 20 fps more in all the games I play, including gmod! You should try XP too!
