By accepting IOUs in lieu of tax refunds, tax payers would be extending a line of credit to the CA state gov at 0% interest with an indefinite payback schedule! Bad thing is, tax refunds are not the gov's $ in the 1st place. The gov. invests the money here and abroad, collects interest and then returns a small sum to the tax payer, which they recoup from every pay check. So basically, "refund" money is always collecting interest in the govs bank account, not ours!
