On June 30, 2008, DJS achieved full compliance with the federal monitoring requirements for Hickey and Cheltenham and those facilities successfully exited from federal oversight.

BCJJC has made significant strides to enhance the quality of conditions and treatment of the youth detained there. With the efforts of dedicated DJS staff, BCJJC has improved in 29 areas identified by the federal monitor including suicide prevention, mental health services, and behavior management.

A Final Report will be published in several weeks that will set forth the federal monitor's findings and conclusions regarding BCJJC. Once the Final Report is published, Secretary DeVore and DJS will continue to work with the U.S. Department of Justice to ultimately close the related court matter, which will officially end federal oversight of juvenile facilities in Maryland.
