Yea and they don't want to adopt children that need it, they want to steal children from parents that want them. That's the lie, they don't want to help kids in foster homes especially minorities , what they want to do is steal babies. These laws make it easy to steal babies from parents that love them, and mean while the 1000's that need homes in foster care never get one.
