Portal 2 Last Transmission decoded *SPOILER*

Well in Portal 2, there is this achievement "Last Transmission".
To get it you need to bring a radio that you get in the same chamber (Chapter 2 Chamber 6) to on of Ratman's places. If you bring it there, a sound will play.
If you decode it you'll get a SSTV picture. This is the picture.

-A planet?
(SPOILER: i assume this is a picture on the moon and i think this could be earth regarding the end of Portal 2 SPOILER)
