For foam gluing jobs of any size, I use regular brush-on contact cement or the "super 77" spray on adhesive. Both do a great job and are very inexpensive compared to superglue.
I have also heard that the latent fumes from CA (superglue) ruin rubber legs fairly quickly, which may be a consideration.

Any kind of cheap super glue will bond pieces of foam together. You don"t need Zap-A-Gap or Gorilla Glue.
