It's not absolutely racist.
The black people thing is because they wanted to put some people that looked like the slaves earlier.
Could be half coincidence they were all black.
You know what's racist? Calling psas with black people racist because there's NO WHITE GUY in it.

Seriously, black people can't work and earn money on psas because of people shouting "this is racist".

Drug addiction is definitely comparable to slavery, but....
They should have left out the tribal dance music.
Or, they could have made a contrast between the noble civil rights activists of the 50's and 60's who were committed to sobriety and youth counterculture that promoted drug use...
