The man on Putin's right side is former (then current) president of Ukraine, Leonid Kuchma.
The man on Putin's left side is Viktor Yanukovych, then the leading Ukrainian presidential candidate, and prime minister.
The man standing next to him is Dmitri Medvedev, currently first deputy prime minister of Russia, then Kremlin's chief of staff.

Kuchma looks like he really wanted some candy. ;)
