I think you need to get S ranks on everyone to get Hardi (don't remember how I did it), but can't use him on story mode.

Yeah I hated that part where you had to Down the Derado holding that one machine. That thing had UNGODLY accuracy which was super annoying, but you still built up one hell of a multiplier.
