Simplie change your air valve, its the little silver valve on the back of your radiator

@rjbcap why not bleed the radiator or ask your tenant guy to fix it?

Definately change the steam trap (on the right side of the radiator. If it doesn't open, the radiator will not heat all the way. Let us know how you make out.
