usually when you send your scout abroad they aren't playing in any competition and your telling them to scout an area, if you say 'scout the champions league' he will give you recomended players, if you say scout 'western africa' when you go to player search down the left hand side you will see stars and that is how the scouts rate that player, so only if you are scouting a competition or a team in a competition are you likely to get a recommendation.

Why is it that no matter where I send Christian Ziege (judging Potential: 20 judging Current Ability: 18)
He never recommends a player, ever, and I've had him for 3 seasons now? Where-as my other scouts come back regularly with some recommendations. Still a quality game though.
