I really don't agree that you can tell that he's on drugs but listening to his laugh. If you compare this interview to interviews where he was on drugs, they are quite different. He's much more coherent and calm here. Besides he suffers from asthma which might explain his hoarse laugh.
Why does George say the exact same things in every interview? He's like a robot now. And he is acting like he's on drugs again. Listen to the druggy laugh.
@BluBel123 It seems like his voice just became that way a couple of years ago. Back in the late 90's, it was a lot higher. Not sure why
