How the did it is shown in "I am Cuba, the Siberian Mammoth" (which I found on Netflix) and really should have been a bonus feature of Coppola and Scorsese's "I am Cuba" DVD. It was done with a tower lift, and cables over the street with a heavy camera which didn't need stabilization, and and a handful of camera men. It's quite a feat of engineering.
