No, those translators with channels 70-83 are no longer broadcast due to other frequency allocations.

In my Country we Use to Sign Off with GOD SAVE THE QUEEN THEN O'CANADA TODAY WE PLAY ONLY O'CANADA I MISS GOD SAVE THE QUEEN. I HAVE TRAVELLED THE WORLD PLAYING BASKETBALL IT IS VERY NICE TO HEAR OTHER NATIONAL ANTHEMS

I noticed some Japanese TV stations do the same as well in their sign-offs.

Especially in Canada--I know having seen some Canadian TV sign-offs on the web.

Highly unlikely. These days most frequencies are used for cell phones, other communication or even digital channels.
