Micro chipping is a great way for the Gov. to track the owners.

What if some loses a dog or get's their dog stolen from someone and they don't take the dog to a shelter, hospital, grommer, or clinic? What if they keep the dog for ever? Then it won't work. :(

There is also the micro-chip data base that the owner has to call to give all the information about the animal, along with address,e-mail and phone#. If this information isn't entered into the data base and your pet runs away and ends up at a shelter, there is a waiting period till all the information is verified by the vet who did the micro-chipping. So when you get your pet micro-chipped be sure to get the bar-code from the chip entered into the data base. I know these things from experience.
