They are definitely planes. Next to downtown San Diego are: US naval base (with 3 carriers, 2 amphibious assault ships, 9 cruisers, more than a dozen destroyers, support ships to all the above, and half the US attack sub fleet), US naval air station (supporting the 3 carriers), the largest Marine Corp air station on the west coast, the world's busiest single runway airport, and other private airports and helipads. San Diegans were probably laughing at you tourist.

I have seen "UFOs", "planes", "ships", "lights in the sky" quite a few times. In different states daytime and night.
I am commenting because I am from San Diego and San Diego is where I saw the most. The most meaning the clearest, staying in sight the longest, etc.
They exist. We are not alone. The creator is NOT wasteful. The Universe is bountiful.
