@drewskimachine He says "Bumpases!" The family that lived next door, and owned those dogs, their last name was "Bumpas". The dog's were referred to in other parts of the movie as "The Bumpas hounds," and they often had problems with the Bumpases letting the dogs out who would then invade their property. So, he's calling his next-door neighbors, the "Bumpases", sons of bitches. "Sons of bitches! Bumpases!"
